He said, “There are changes right now that we have not seen in 100 years and it is we who together are driving these changes forward.” But the two countries have not always been friends; they once had bitter enmity. During the Cold War, China and the Soviet Union clashed over ideology and territory. There was even an open conflict on their border in 1969.

After the end of the Cold War, an openness began to emerge. The speech given by Putin in this conference is seen as an important turning point in terms of good relations with China. The Chinese government considered America an enemy. In this conference, the way Putin opened a front against America regarding the expansion of NATO, China has now come closer to Russia.
